Noisy, not clean, no hot water

Spent two weeks in this apartment and could not wait to leave. The rooftop pool and neighborhood are nice but there is construction happening on the property next door. Photos of the front exterior and from the balcony are not current as this is where the construction is happening. Unit has no hot water, smells of sewage from the shower drain, and sheets and dishes were not clean. When I contacted the owner and VRBO I was told that hot water is an amenity and if not listed should not be expected. Owner said the dishes are cleaned by the last renter. Overall do not expect anything from the host as they decide the level of cleanliness and accuracy of the listing. VRBO will not help in anyway except to tell you to contact the Owner.
