Deceptive Description, Unprincipled Owner

We never entered the property. We paid the taxi driver more than 5 times the quoted amount because there was no house number or street name near the property and it required nearly two hours to find it, stopping to ask neighbors and finally reaching the owner after borrowing a wifi connection from a hotel. The taxi driver said this was because the owner didn't pay her taxes. It's up a steep, rocky hill, not 12 min from downtown, more like an hour or two depending on your fitness. It's surrounded by garbage and rubble in a very rough neighborhood. About two blocks away, there are some nice properties, but still quite a long walk from the Zócalo. When the owner finally arrived and I asked her to refund the money, she refused.
